I am running DNN 5.1.5 with Repository 3.1.15, hosting a single website.  As superuser, I can see Repository and Repository Dashboard in the Add New Module drop down list, but when I switch to Admin or other lesser roles, only Repository Dashboard appears.  Pre-existing Pages do display instances of the Repository module but my Admininstrators cannot add new instances of Repository.  I cannot see anything obviously wrong in the database ... are other configuration files corrupt?

go to Extensions module in admin menu, select Repository module and specify publish permissions according to your needs.

Thanks Sebastian - more specifically, I used Host > Extensions, edited the Repository module and turned "Is premium module?" on, which fixed the problem.
