I agree with Cuong. Use whatever application you work well in... I know a couple of guys who're putting DNN skins together in Dreamweaver CS4, no problem!  Though I, like the other use Visual Studio (but actually use Expression Web Developer 3 more often, even for .ascx). You just need to build up a solid knowledge of how things are put together. Visual Studio is good for editing VB and C# files associated with modules (has a good linkage between logic, db, and display layers).
