The site for which I am the superuser has a page called 'Contacts' containing a Form & List module. The administrator has entered about 30 rows of personnel.
Originally all of these were accessible by All Users but the committee now wants some of these accessible by Registered Users only.
I am thinking of having 2 modules on the page, the existing one in ContentPane and the other in ContentPane2. Eventually CP would have the All Users rows and CP2 the Registered User's rows.
Is this possible, or is there a simpler solution?

If possible, for me to implement this solution is there a way of moving rows from CP to CP2 or alternatively, copying all the rows from CP to CP2 and then for me to delete the redundant rows from each pane?
(If the worst comes to the worst I could re-key each row into the relevant module/pane!)

due to limitations of DNN core framework, only one reference to a single module instance can be placed on a page. You may however add to separate module instances with individual data. Another option would be using multiple instances of EALO userdirectory module (userdirectory.codeplex.com) and display users from DNN userbase according to current user's permisssions.

Would it be possible to have two pages, each with a Form & List module accessed from the single menu option Contacts with logic such as 'If UserRole = "AllUsers" then AllUsersContactsPage else RegUsersContactsPage'? (if possible, then extra logic would be required so that the Administrator could maintain both pages. Also it would be messy because some rows would be duplicated across the two pages - is there a better way?)
