 When you set permissions on a Page or Module, you can choose to set them on Groups or individual usernames.
While a feature its not good practice to set permissions based on usernames because it becomes difficult to manage.

Unfortunately,  I have been handed a large site that has username permissions all over it. Is there an easy way to wipe out all User specific permissions across the entire portal?

Basically, Will the following SQL break anything?

DELETE FROM TabPermission WHERE RoleID IS NULL
DELETE FROM  ModulePermission WHERE RoleID IS NULL

your statements should work fine, please consider including folderpermissions as well and start with a backup!
