I have it narrowed down to the HTML module, Seems if I take the HTML/TXT module off the page the error goes away. I tried 3rd part HTML and it seems to work. However the minute I put it back I get error. How can I correct the core installation?

Does it happen in all HTML module appearances?

I get this error mostly when an admin put text that is pasted from MSWord and keeps it with all the extra it has.

Yes, All HTML modules, and if I have other modules on page they will not appear till I take the HTML module off.
