Have never seen this error before.  Just attempted to upgrade a test site on localhost from 5.3.1 (was working fine at this version) to 5.4.1.  There were no errors reported - when I clicked on the link to access the site, I got this error message:

 

Server Error in '/' Application.

Security Exception

Description: The application attempted to perform an operation not allowed by the security policy.  To grant this application the required permission please contact your system administrator or change the application's trust level in the configuration file.

Which package do you use, how did you perform the upgrade. this you make sure, permissions have not changed for the new files?

Which package do you use:  Upgrade package
 
How did you perform the upgrade:  As I normally do on local installs, unzip the files, browse to the site
 

This you make sure, permissions have not changed for the new files? No permissionw were changed - this upgrade was performed on a site that was a clean install if 5.3.1 with no custom modules - I use this site specifically for testing upgrades..

I suspect you're seeing zone blocking. Windows stores the zone information for any files you download from the Internet. You have to explicitly unblock these files before they can be executed. The easiest way to unblock the individual files is to unblock the zip file before extracting it. Right-click the zip file and choose "Properties", then click the "Unblock" button. Most of the time you don't see this as the zone information is only stored on the files i.e. if you copy the files over (rather than unzip them directly) it does not keep the zone info - nor if you transfer from another media/drive.

Thanks - that solved the problem.  This is the first time i have had to perform that action (unblocking the zip file) to peform an upgrade.  It works - that's the good news - so thanks for the tip.
