I have a customer that uses a custom webtacking script for all their sites. Each site has its own set of meta tags that go on each page. I could add those to the Default.aspx page, but I think a better way to do it would be to create a module (which would be on every page). I'm not sure I see how to create meta tags though. I've seen examples of changing existing elements (title, etc), but haven't come across any that add META tags.

Is this the best approach? If so, how do I add META tags?

The best approach would probably be to add it to the skin(s) that the site uses.  If thats not possible then adding a txt/html module with the meta tag in it, and in the settings check to add to every page.
