I deleted all language-packs in host-languages (DNN495) previous to the upgrade but still no success.

Heres a list of installed languages on the 4.9.5-system:

  • Deutsch de-DE Enabled 
  • Deutsch (Österreich) de-AT Enabled 
  • English (United States) en-US Enabled 
  • Hungarian hu-HU Enabled 

As mentioned, I deleted all except English(United States) via host-languages.
Upgrade is executed without any errors. But when accessing the updated portal, the error immediately appears.
Also, when taking a look into Admin-Extensions on the updated portal (5.2.3) the "Extension Language Pack" is empty.

any further hints?.. or things i can try to find the source of error at least?

Can You see and edit the English language? (Admin/languages)

yes, i can edit the english (EN-US)-language-resources there.
