Please tell more about your installation. What operating system are you using? The computer that you are hosting is owns or shared?

We use a dedicated box that we own running windows 2003 server, iis 6, and our MS SQL box has SQL 2005 running. The server has about 20 sites running on it. It isn't a shared environment. Very limited access via FTP etc. The servers are hosted in a datacenter in Dallas, TX.

Check the following: 1) Check access permissions for all websites. (2) Check what are the types of files allowed for upload in your portal; Host/Host Settings/Other Settings page - "Allowable File Extensions" item. The default is: "swf,jpg,jpeg,jpe,gif,bmp,png,doc,docx,xls,xlsx,ppt,pptx,pdf,txt,xml,xsl,css,zip,template,csv"
