I've got the privacy and terms skin objects on my site. When I click on either of them they go to a page that displays within the skin that I have chosen for the site. But I have added several text boxes with hand coded menus in them that are suppose to display on everypage. They do not display on these two pages. How do I get them to do so?

Terms of use and privacy are allways displayed in "admin mode", as most of the modules display are during editing or configuration. In admin mode, only the current module is displayed in content pane. You cannot alter this without tweaking the core. You can, however, for both  create a custom page with the text on it and replace the tokens by static links in your skin.
