When I tried to copy my page skin design to descendants I get an error:

There was an error copying the design.

Anyone else have this issue?

Yes, I also have experienced this. Se this tread http://www.dotnetnuke.com/Community/Forums/tabid/795/forumid/200/postid/361751/scope/posts/Default.aspx#361751 . But I haven't yet found any answer too this issue.

I'll check out that thread.  I see this in the Event View, in case anyone else is having this issue:

The UPDATE statement conflicted with the FOREIGN KEY constraint "FK_Tabs_ContentItems". The conflict occurred in database "DotNetNuke_Test", table "dbo.ContentItems", column 'ContentItemID'. The statement has been terminated.

I've hit this bug in DNN v5.4.2 (latest version) - fortunately it's got "verified" stafus in the Gemini DNN bug database, so hopefully a fix isn't far off:
