I'm not 100% certain that just upgrading from 5.4.2 with an extra portal is going to reproduce the issue. The situation could be a little more complex, you may have language packs etc on your base install. Some languages maybe enabled in certain portals but not in others, so we would need the full steps on how to reproduce the issue (maybe you could try a fresh 5.1.1 install and then fully record your steps before you log it in Gemini). It's also not clear at what stage the error occurs.

Note you are likely to see different behaviour with different base install versions, that have been configured in different ways - just please don't assume all DNN upgrades are going to fail.

We are definitely be grateful to get up to date issues logged in Gemini so we can fix them, but we really need clear repro steps (i.e what was clicked etc), otherwise we would be chasing our tails or will simply withdraw the issue.

Really do appreciate everybodies help here.....

Now Admin/Languagues opens languageenabler.ascx,  when  "Edit system resourcekeys"   is clicked opens languageeditor.ascx that displays the resource file "\App_GlobalResources\GlobalResources.resx". 
When any other resource file is clicked on tree "Resources", the following error occurs:

there seems to be still an upgrade issue within your installation, please verify registration of all module controls involved.
