Is there any way to send the user a confirmation and/or thank you letter when they hit the "Submit" button?  In theory, the user in question would have provided an email address for themselves (it's a required field in the form).

Yes, that's what the option Email Notification is good for.

I'm already using that to notify the administrator of the new contact though :\

I suggest to send the email to the user and to cc/or bcc the same mail to the Administrator.

Hi,

I would like to do something similar.  A user inputs an email and an Issue they are having. I want when they click submit for a confirmation email to be sent to the user at the email address they specified and in the body of the email to restate the issue they sent.

Is this possible
