where can I find someone who can make my portal look like a million bucks and do all the setup and config as far as placing and using modules such that the resulting portal look like my web page mockups?

That's not very detailed.... what are you exactly looking for?

- A professional service, no matter how expensive?

- A freelancer that still makes the job but costs you less?

Do you have a the web page mockups yet, or are you still working on it?

There are options for everything... I myself start a short time ago but I'm comfortable with what matters to admin... I'm improving my skills on designing.. took me a little time to get "into the skins" but software can help anyway back to the topic... If you're looking for a company, I can think of a few, eg. http://www.psdtodnn.com/ would build you a skin based on a psd file... then you have Custom Module development companies... DNN services... dnn hosting... just look at the bottom of the side or around the forums and you'll find a couple!
