Okay: when I edit a module (I use magic content modules, but the editor is the same) under en-US language settings, I can see the Design and HTML buttons beneath the textbox but when I switch to a localized language, those buttons have disappeared. This is not related to the tab settings for the different localized versions. It does relate to the current localization you have selected for the portal

This happens with the host account as well as with an administrator account

That sounds like a good suggestion, do you know how I switch back to the FCKeditor?

to switch back to FCKEditor, you need to modify your web.config file using a text editor. search for FCK section, above alter default html editor

Search for the following line in web.config:
      <htmlEditor defaultProvider="TelerikEditorProvider">

and change to
<htmlEditor defaultProvider="FckHtmlEditorProvider">

My config.web contains this:
      <htmlEditor defaultProvider="TelerikEditorProvider">
      <!-- htmlEditor defaultProvider="FckHtmlEditorProvider" -->
to easily switch from the one to the other

I have solved this one. As Sebastian Leupold mentioned, the editor is a third party module, in this case telerik and it is to their website you must go to ask the question. I did not ask any question, but I guessed it had to be related to localization of the editor. So I started to search for that.

Turns out the answer is so simple. Just go to /providers/htmlproviders/telerik/app_localresources and make a copy of all resource files to a local version. Thus, copy RadEditor.Main.resx into RadEditor.Main.km-KH.resx (in my case). You can then later go edit each of these resource files to fit your requirements.

Display and HTML are visible now in that language.

You can change back to the telerik editor now in your web.config file.
