I am running into the problem as well.  I am upgrading from ver 5.1.1 to 05.04.04 using the upgrade package, which I just downloaded from the DNN site.

The file Telerik.Web.UI.dll was missing, which I added from the install version.

I gave the Worck Process full permissions (minus full control) and copied over the site files.
I get the error:
System.IO.FileNotFoundException: Could not find file 'C:\Inetpub\vhosts\mydomain.com\httpdocs\Install\Temp\kwgouijm\license.txt'.

I looked at that folder, which was created and had just about all the sites files, but no license.txt.  I went ahead and went to the site after the install and most things seemed to work, but the text editor did not load at all.  I looked in the providers folder and only the original FCK editor was there, no Telerik.

Any thoughts?  Thanks.

It looks like the problem with my license file was from a non-core module I had in the install folder from the original website.
