Ok after i replaced the CSS sheet with another from a DNN skin the gap shrank. I am still not completly sure what part in the sheet effected it, seems unusual. The page height still makes vertical scroll bars all of the time.
I am no longer a firefox fan/user.

Sometimes multiple 100% height, a non breaking space character, a <p></p> tag, you name it makes that scrollbar remain on the right in spite of not being on there in IE.

That's funny, I just happened to be running into this about an hour ago.

It was because I had a 3px margin on my body tag so that the top of the skin would not butt straight up to the top of the browser.

I ended up setting the height to 99% instead of 100% and it took care of it.
