It is highly doubtful that the problem is the ribbonbar.  I routinely use Chrome, Firefox and IE8 with DotNetNuke without any of the menu issues you describe.  Most likely there is a Javascript conflict of some kind.  I would look at the modules and skins you have installed on a specific page.  Try creating a new page that doesn't have any modules and set that page to use the default MinimalExtropy skin and see what results you get.

Joe Brinkman, I was absolutely sure you were wrong, er, but you're quite right! I created a new page, overrode the default Skin for the page setting it to one of the MinimalExtropy layouts, removed the default HTML module & all the 'Display on all pages' modules, then added a new HTML module & set its Skin setting to one of the MinimalExtropy layouts, & there was the Admin menu. So I set the module's Skin setting to one of my custom Skin layouts, & it disappeared again. I'm using a Skin produced by the software Artisteer, so I guess this is an issue for them - see http://www.artisteer.com/?post_id=139402&p=forum_post&forum_id=24 Thanks for your help in tracking it down.
