I am on DNN 5.2.3 and Blog version 4.0.0.  When I navigate around my site and click on the blog page and off and browse around and go back to the blog page and click on the differenct blogs.  all is well (Firefox version 3.6.6).  When I do this in Internet Explorer (version 7 and 8), now and then the blog pages load fine, but most of the time the pages are taking up to 30 seconds to load.  Any ideas?

Are you using IE Developer Tools along with the Ribbonbar? I found that disabling the Developer Tools eliminates the excruciatingly long page load times that were becoming a problem, but this was on all pages for me, not just the blog. I like the Ribbonbar, but some third-party IE add-ons might cause problems like the long page load times with IE Developer Toolbar activated.
