The /Install/UnderConstruction.htm screen with the subject message blocks any atempts to make the site available.
Please help a novice.

does this appear before or just after installation or independently. please describe your situation more in detail. Check you database connection.

The site is fully installed and has been working perfectly until this message appeared. Now the site does not respond at all.

Problem resolved. Caused when changing server.
