If you have multiple files to download you may find the core Documents module to be useful
This is a very flexible module - click it's settings icon and scroll to the foot of the page to see why.

 Or
Use the File manager in admin to upload your file to a suitable directory.
If you make a new folder click to select it and make sure its permissions are correct (lower down the file manager page).

 (Using the FCK editor)
Place a Text/HTML module on your page.
Click Edit Content to open the Editor.
Type some text to describe the file.  Select the text.
Look for the Insert - Edit Link icon in the editor toolbar and click it.
Click "Browse Server in the popup panel. (You need pop-ups enabled for DNN sites).
Select File (A file on your site)
Use the drop down selectors to find the folder and your file. You can also upload a new file from here.
 Click Use Selected Link.
The popup clears and you are back on the Link Panel.
You may want to click the "Target" tab and select "New Window" which should force the file to open in a new window or browser tab.
Click OK and then save from the editor window - done.

The process is essentially the same using the new Telerik editor but I cannot provide a guide as I do not use it.

 Hope this helps.
