When I do this, it seems to only copy permissions to the page, but not to the modules on the page.  So if I want a new role to have edit permissions on a page, I have to open every single module on every single page to allow them to edit the existing modules.  Is this by design?  Is it going to change by chance?  Often when I am doing this it isn't to give a new role permission to add new information but to allow them to edit what is already there.

As far as I know, this is indeed by design.  I would suggest adding the module permissions cascade assignment as an enhancement request to gemini.

due to view permission being already inheritable from page to modules - what is your use case for module permissions inherited across pages?

We can create new page by copying from another page and choose modules within those page by Refernce,New or Copy. In case of Copy, module permission (Edit or custom permission) does not stored on the new page.
