The new site is set to public registration and as far as we can tell, the permissions are set to public/registered user/subscribers for them to use the forums. Also, the user is blocked from being able to add an image to a post. When a registered user attempts to add an attachment or upload an image, the user gets the following message;

You Do Not Have Sufficient Permission To Write To Folder Forums/Attachments/. Please Contact Your Hosting Provider To Ensure The Appropriate Security Settings Have Been Enabled On The Server.

Is there a permission that I missed somewhere.

you need to enter admin :: File Manager and grant write permissions to egistered users for the upload folder.
