I found a new problem with the Forum module settings. I am attaching a screenshot of the problem. Registered users have access to moderate the forum threads. I've tried the permissions in different configurations and have had no luck getting this access removed from the registered users. See the screenshot. Where is the setting to remove this permission from the users.

Check in Module settings if you have enable Global Moderatior permissions to the unregistered users.  Check your forum settings about Moderation permissions setting to the registered user role.

I've tried the module settings both ways, with nothing checked and everything checked with the red "X" and neither setting seems to remove this permission. The actual forum thread settings are set to no moderation as well, but the setting I think I concerned about is the dropdown menu at the to of the module.If a solo or multiple forum topics, threads, or groups are set to allow moderation, will this allow it for the whole forum module? Below is the way I've tried the settings.

I found the problem, one of the forums was set to "Public Moderation" I adjusted it to "Public, no moderation" and all is well now.
