After installing a fresh site i added a new language to the site and made it the default on and then i edited local resources of the login control for the that language then saved changes as host  and now when i log out whichever language i chosen i see the text which i edited and when i log in i see the english resource text (which is the secondary language)

AFAIK, in DNN 5.5. static language is derived from user profile/browser settings only and is not affected by language settings. However, this might change in future versions.

Thanks for the reply i figured that it was something like that but then again i dont really understand why do you provide the ability to pick a language via the flags ,for they have no effect on the current language

For example say a person accesses my site from a computer whos system laguage and browser language is say german but he is english so he doesnt understand anything is there a way for him to choose to see the english resoruces ?
