Yael;
I searched through Gemini for a match or similar issue and was able to find multiple issues related to  moving tabs.
However, I cannot find anything with the exact error message as you got so....

Would you please log the tab exception as a bug for us @ http://support.dotnetnuke.com

Please include the following information:
How many languages you have installed on the site
The fact localization is only partially complete and that it failed, timed out, when you attempted to localize
Where in the application you tried to move the tabs and from through which levels you might have tried to move
The error message you posted here so the Developers have all the error details.

I will link it to the appropriate bugs so we can fix this for Content Localization scenarios

according to the error message, the site tries to update a content item with an invalid page number. very strange.

It happens when we are moving page. The page moved but error displayed. If I just changing page description it saves without error.
