If I disable SSL in admin Settings then I can browse the secured pages with out SSL.

 Known issue with 5.5 this "fix" is not completely tested use at your own risk:

Update webconfig to <add key="UsePortNumber" value="false" />
or disable human friendly urls

Just to add on to what others have put here. I am unable to log into my dotnetnuke site after the upgrade to 5.5. SSL is required for the login and the page seems like it is in an infinite redirect loop

 Thank you Ken, worked like a charm. I hope it will be fixed in next DNN update.

Do you recommend to change it back to "True" after upgrading to the next release or just leave it as is?

Please check the release notes for the 5.5.1 release and the Gemini issue notations at the time of the 5.5.1 release.
Part of the testing will be to change the field to "True" and we'll note that in either or both of those areas at release time.
