I have taken over a project which uses DNN 4.5.1 and have been tasked with identifying performance bottlenecks and making recommendations for fixing them.  In our particular instance, the login page takes a long time to load.  We have 1 portal and it appears that the retrieval of portal settings (specifically the tab permission info) is the first bottleneck.  Some questions:

1)  Is this a known issue?
2)  If it is a known issue, has it been addressed in the latest version of DNN?
3)  Can I reasonably expect to be able to address the issue using 4.5.1, or should I forget the old version and upgrade?

Basicly I would upgrade to 4.9.5 and check if your issue is gone.   I suggest this upgarde about major security fixes as well!
From 4.5.1 to 4.9.5 there are hundrets of fixes, to find out if yor specific issue was includet there you could check the changelog on support.dotnetnuke.com

 Would you advise against upgrading to 5.5.x instead of stopping at 4.9.5?

I would advice first to upgrade to 4.9.5.  Then on steps up to 5.4.4.  Basicly I would not wait so many versions before I upgrade.  If you not need Multi Language Content it is no need to upgrade yet to 5.5.0.
