When I create a new portal (regardless parent or sub-portal), secutity setting are changed - on all pages edit permission are given to all users and are locked!
Under Admin > Portal Settings, 3 instances of same administrator are listed.
After host or admin log off, all visitors have access to Control Panel
DNN is 5.5.0, Main portal have normal security settings.

please make sure, admin and registeredUsers role id's are properly assigned in database table Portals.

Sebastian - problem solved for me! After I reset skin on all tabs and reset all modules containers to default, everything is working just fine! tested on two sites (installations).
More detailes in related topic.
I'll try to replicate error by enabling again suspiccious third-party skin object before I post more details here (don't want to accuse anybody without confirmation).

I did not succsead in error replication! Problem is solved (for me) but I don't know what was the cause.
