Usually when I set a new site  I use a temp home page that hold the “Under construction” message and set it in the Admin – Site Settings

When the site goes live I change it to the permanent page.

Strangely in an installation of DNN 5.4 it seems that this does not work.

Whatever I put in the drop down Admin – Site Settings as the home page it still keeps the “Under construction” page as HP

I tried restarting the app  but it did not work.

I tried to see what is in written in the db table but could not find where this value is stored.

I ended up with importing the content of the final page into the temp page and changed its name (deleted the other page)

Now, this is not a normal behavior right?

That's definitely not normal. You might try looking in the PortalLocalization table, I believe the settings got moved there

Thanks Chris, that explains the issue I think.
The portal has Hebrew as a second language and in the PortalLocalization I have these 2 rows (removed extra info for clarity):
PortalID                CultureCode                      PortalName                                        HomeTabId       
0                                              en-us                                    Name Of Portal                 40
0                                              he-IL                                      Name Of portal                 40
Which implies that for some reason my changes were to, say, English but did not affect Hebrew.
It is just a guess but I think I have to read about the new localization issue (tried to avoid it, though. I think it is not working well).
Any pointers to documentation?

The localization issue becomes a serious issue in terms of application functionality (it sometimes paralyzes the site after the recent version updates).
How would you suggest getting more info about this?
