DNN forum module version 4.4.3

When posting a topic the option to "Upload New File" is not available (except for admiistrators), only the option to select a file from the server.

Post Attachments in Admin>General Settings is selected
User has "Add Attachments" selected in Admin>Manage Forums/Groups (all options selected including moderator)
User has View and Edit access to the page - user can upload a new image in a Text/html module in the same page
User has View and Edit permissions on the relevant folders
