DotNetNuke (DNN) is a open source CMS/Portal framefork that uses ASP.NET.  It is NOT a replacement of the ASP:NET!   The Community Edition is Open Source.  There are other editions availible that you have pay.  There are resources on this page to compare the editions.  Basicly the Community edition is good to start with DNN and for the most projects.

There are also many resources availible for download to start with developing, skinning and install the dotnetnuke.  Reading the blog from Joe Brinkman want give you the most information you need to start with.  http://www.dotnetnuke.com/Community/Blogs/tabid/825/EntryId/2790/Getting-Started-with-DotNetNuke.aspx
