FYI: a MVP collegue from Czech created a HTTP module to apply the patch to a whole server on IIS 7 and above, see http://oraclebugfix.codeplex.com/ 
I haven't checked it out myself, but you might want to give it a try.

My host settings says 3.5  - If I am running 3.5 SP1 will you see 3.5 SP1 on the host settings page?  I need to be sure given that there are different instructions for 3.5 and 3.5 SP1

if your Server has .Net Framework 3.5 SP1 installed, it will be used.
