Is there a setting somewhere to enable the Quick Reply box visible as on the DNN Forum?  This will save time when doing quick response.

There is URL related to Quick Reply feature but it does not have instruction to setup.  http://userscripts.org/scripts/review...

Only versions 4.6 Beta 2 or greater include this. There has not been an official release packaged with DNN that includes these changes.
