I've no idea what happened.  The site worked fine this morning, but now it throws the error I pasted below.

What's even more strange is, when I came to dotnetnuke.com to see if someone else had seen this behavior, this web site was acting all screwy at the time.  I figured it must be Al Qaeda, but then dnn.com came up a few minutes later but mine is deadness. :(

DotNetNuke.WebUtility.dll is in the bin folder.  File/folder permissions seem to be fine.

Can someone out there please decipher this for me?

Okay, I give up. The web site came back up after a while. Sorta like a bad oyster, only without the burning bile and hair-holding. I think I'll go complain about fractional reserve banking and hope for as quick a fix.

the file might have been locked by a local search indexer or another process.
