I am trying to accomplish this in the HTML module.

I know I can use a token to display the current user's profile phot, but what I want to do is be able to display a particular user's profile photo on a page even when that user is not logged on. 

I could link to the users current Profile Photo, but when that user changes his Profile Photo the image on the page will not update to match.

Is this possible within the HTML module? Is this possible to do in a skin?

What I am trying to do is create user pages for each user that will be viewed by everyone, and on these pages it would be nice if I could display the user's current Profile Photo, so all the user has to do is update his profile to change the photo.

I hope that all makes sense.  I searched the forum and couldn't find any post for this.

the Text/HTML module may only address properties of the current user, if you want to display another user's photo, you need to user a different module or create your own custom one.

Is there a way to add that to the skin that you know of?

If not and I need to develop my own module, let me ask first if you are aware of any out there that do what I am asking?

sure, you can create a skin object with nearly the same function as a module (but usually not settings UI). Creating a module with this function should not be really difficult, but I am currently not aware of an existing one.

The real answer for this is for core to provide a profile photo image handler that accepts the user's ID, a height and/or width, and returns an image that can be used as the value of the src attribute for an img tag. Active Social does this and it works very well. It makes it quite easy to integrate a user's profile photo with all kinds of other modules because all you need access to is the user's ID and the dimension(s) you want the image to be.
