I have a html/text module where the webmaster has edit rights (the page rights for the webmaster are set to view) when I logged in as webmaster I noticed I could also go into the settings of the module. I changed the type for Html Settings to admin (by default the type was defined as edit) but when I login as webmaster I can still go into the settings of the module.

If a user has edit access to a text/HTML module they will have access to the settings for that module as well. That's just the way it works in the community edition. In Pro, you have a little more control over that, there are also some after market replacements for the text/HTML module that will give you better work flow support, and allow you to specify authors (who wouldn't be able to get to the settings). Is this something that has been changed in the latest release?
We did a test and found out that in a clean 5.5.1 install, modulesettings can not be accessed for a custom user with Edit rights for that specific module (Text/HTML). For the 5.6.0 release Settings are accessable though (same user- and rolesettings).

Like to hear more about this!

AFAIK there has nothing been changed for permissions, please make sure, the user doesn't has edit permission for the page (which grants access to module settings as well).

For the specific user there are no pagerights, so we couldn't explain why the Modulesettings are available though.
We have worked with DNN for a number of years now and this is the first time we have experienced this issue (version 5.6.0)

We also tested this on a new install with a new user and a new role and the same issue occurs.
