I've inserted a video into a pane with the RADEditor Video Manager. The video plays fine on one computer and not at all on another. Looking at the Properties of the Windows Media Player that the Video Manager installed I can see that on the computer that plays the video that the Location of the video is

                                   http://www.steveswebshopsandbox.com/Portals/10/scan_ed.wmv. 

And on the computer that won't play the video the Location is

                                 http://Portals/10/scan_ed.wmv. 

Clearly the second Location isn't going to work,  but why in the world would one computer pick up the correct absolute location and another computer accessing the same site pick up the incorrect local Location?
