If changes are made to the AspNetSqlMembershipProvider configuration, such as changes to minRequiredNonalphanumericCharacters parameter, how are existing password/accounts affected?

Will those existing accounts still function with changes only realized with new accounts ?

no, those settings are designed to be changed pre-installation. If you change password complexity settings after creating user accounts, existing accounts that do not match those credentials will not be able to log in, and will just get the generic message about being incorrect.
