I am trying to locate any documentation on creating new themes for the forum module.
Any suggestions?

I don't know if there is any documentation for this. I created my own theme for http://www.sccaforums.com by copying the existing one and then going through and replacing CSS and images with my new look/feel.

Firefox's Firebug plugin will be your best friend!

That is great for changing colors but how does one go about removing the lower breadcrumbs or rearranging the layout of the forums?

I'm not positive you can change layouts without digging into source code. I had forum users who wanted to have the Paging at the top and bottom of a thread, so I modified the Forum module itself (in code) to do this.
