As you say, you cannot specify a time value as part of the Start or End Date fields in page or module settings. I would have to look at the DotNetNuke source code and SQL stored procedures related to these fields to determine if that is a limitation of the just settings form or if the time portion of a DateTime field is being ignored or removed in code. You might want to submit this as a feature request in the Gemini support tracker (http://support.dotnetnuke.com) but due to the heavy caching of module and page metadata it may be difficult to implement properly.
