We have had the problem several months. Invested a lot of time debugging it with 6.1.1 and 6.1, but we did not find solution. IMHO DNN source code could use more asserts. We hired consultant from DNN partner, but advice was to re-install.

Created new site with 6.1.1. Multi-lingual now works great (10 languages added). It is a lot of work, but looking at the time spent in analysis and debugging, I definitely recommend creating a new install.

 Hi,
I am previous week testing content localization in dnn 6.1.1
and exploring the possibility to enhance the ribon bar with localization features :

and after put a module on "all pages" i had the same problem (duplicate module on pages).
So i find that the problem is that some time 2 modules are created on the page white the same content (sothing like a clone on the same page).

I write some code to fix it. So if some one interesting, i can share it.

It is possible that the bug is fixed with this fix: http://support.dotnetnuke.com/issue/ViewIssue.aspx?id=19425&PROJID=2

Only have to wait for 6.1.3 to find it out.
