While creating a new Portal (dnn 5.6.1) from "portal template" which is created from a bilingual portal(en and tr), all pages(both en and tr) are created in one language. if I activated the second language creates another set of pages for both en and tr pages.
I tried creating a portal template while the second language is disabled but result is same.
do you have any idea to overcome this issue?

It looks like this is a known issue since DNN 5.5 (http://support.dotnetnuke.com/Default...).  I would make a comment on that issue to give it some visibility that it's affecting you, and see if the engineering team has any suggested workarounds.

Sure, I enabled the "content localization".
I think the problem I faced is exactly the issue pointed by Brian Dukes, thanks.

What about possible solutions I may use?

you might need to wait for the issue being fixed or use a 3rd party localization solution instead.
