Imagine the admin, the author in the original language, and the translator, as 3 different people,  and this step-by-step process makes more sense. 
Regarding the UI, there are discussions about this in the internationalisation team to make it more intuitive. Your feeback is welcome. I agree with the point your mentionned.

Absolutely, when different people are involved in this workflow really makes sense.
But I'm not sure if this scenario is common. I could be wrong but IMHO this well thought out and ideal workflow where the translator will be informed as soon as the content is ready for translate etc. is really great for big projects and could be interesting for the professional edition (like the extended "publish content workflow"), but I can imagine that it should be easier for most people creating ml websites (less steps). I'm happy that DNN now supports ML sites without 3rd party and I'm sure the internationalisation team will find a good process and UI.

I agree with Silvio that most common scenario is much simpler, and a workflow should always only be an option, not a requirement. Besides, current UI is not really adequate for an situation with dedicated translators, who are usually expensive external resources and need to focus just on the text to translate.

hi, we're experiencing problem with content localization. hers's a brief summary:
dnn install: 5.6.3
default language: italian
fallback language: en-us
content localization was enabled at the begining of site building
we're now trying to localize the website on the en-us language. when we press the ready for translation button, all the parent pages in the menu experience a serious error, returning this message: unhelded error: error details: file error ", hexadecimal value 0x07, is an invalid character

the pages become not accessible and the only way to restore them is to reinstall the site backup.

the weird thing is that this problem does not happen with child pages. everything seems to go smoothly there.

we tried different ways around to avoid this, but with no success so far. could you please help us?
