I haven't been able to find a setting anywhere that will send an e-mail to the admin automatically every time a new user registers.

Is there a setting for this or would it have to be done through code?

This should happen automatically. Check your admin address and smtp settings.

You should also check your email server settings in  Host Settings.  If you have not told DNN what email server to use, then it will not be sending out any system emails.  

The admin should be getting an email and the new user should be getting an email.
