We have a need to post some large (5-6GB ) files on our site. We plan to use the Documents or Repository module
But because the files are so large, the managers want me to restrict file download times to non-business hours, 6pm-6am.
During the day they want me to display a message that says to come back after 6pm to download.

How can I get this done?

Have a look at the http://contentdejour.codeplex.com/ dnn module - its designed for doing this sort  of thing. It can display a module based on time of day and days of week type settings.

This helped! We actually already own a content rotator (DigRotate) but I just didn't think of using it for something like this.
I checked the settings and I can set our existing rotator to hold modules and schedule it based on time.
