Check to see if you have a /DesktopModules/Admin folder in the restored 4.9.5 site. If so, that is a clear indication that the post 5.6.1 upgrade attempt folders and files were not cleared prior to the filesystem restore as that folder and its child folders did not exist in 4.9.5.

Regarding the 404 you get when trying to access the Admin and Host menus, could you please post a few of  the URLs that are created and which return the 404 error. As you can guess from the preceeding paragraph, the location of the admin/host controls changed significantly between 4.9.5 and 5.x. For example, in 4.9.5 the Host-->Host Settings control was /Admin/Host/hostsettings.ascx while in 5.x, it is /DesktopModules/Admin/Host/HostSettings/hostsettings.asc. From a few of the bad URLs which are resulting in the 404's I can get an idea if it is the control registration in the database or the physical location of the various host/admin controls that is the problem.

Also, are you able to login as host and access the Admin-->Event Viewer to look for other errors that have been logged following the restore(s)?

Yup, I have /DesktopModules/Admin, with a whole list of subfolders - I have /DesktopModules/Adsense, too, which I'm morally certain doesn't exist in 4.9.5.

Sorry, I didn't save any of the errors I saw when I made my earlier post; dinner was about ready!  I've just now tried to load several Admin and Host pages, including Site Settings, the top menu entry under Admin, and Event Viewer - I'm getting "problem loading page":

The connection to the server was reset while the page was loading.

This may mean they're actually restoring the site right now, as I acted on the assumption they'd done this and asked them to do so.  I tried to load Admin > User Accounts and got this error:

XML Parsing Error: unexpected parser state
Location: jar:file:///C:/Program%20Files%20(x86)/Mozilla%20Firefox/chrome/toolkit.jar!/content/global/netError.xhtml
Line Number 329, Column 58:        <div id="ed_netInterrupt">&netInterrupt.longDesc;</div>

But I don't think that's a DNN problem.  One thing I've learned from this is that if I ever have to ask them to restore my site from a backup again, I have to give them MUCH more precise instructions on how to do so!   I've also learned that asking them to do a big file move like this takes a WHOLE lot longer than it does on my litle local site.  Once things stabilize I'll check for those file structures again and see if we're back to normal.  Thanks again for the information!

For the record, the second restore worked and we're now back to normal AND moved to a server on which the required service pack is installed.  I have to remember that my ISP doesn't automatically install service packs...  So we're ready to upgrade, but it'll have to wait until I recover from my knee surgery :-(  (which is Tuesday...)
