Never was able to get this working using localhost.
Finally got it going using a Google account.

"localhost" would only work if the SMTP server was set to answer on the IP address of 127.0.0.1.  If you have no domain or server name, simply use the IP address of the SMTP server.

The server wouldn't have allowed you to have an anonymous connection, anyway. That has to be added as an exception. By default, you can't relay without authentication, unless specified in the configuration. I know that's how exchange is setup, IDK about the other servers suggested.
