My users can't upload images to use as avatars. I get this error when trying to upload a file ...

You Do Not Have Sufficient Permission To Write To Folder Users/003/03/3/. Please Contact Your Hosting Provider To Ensure The Appropriate Security Settings Have Been Enabled On The Server.

My SuperUser account can upload avatars, so I'm not sure what setting I have to change to allow users to also upload images. Does anybody have any ideas?

I added "Write to Folder" permissions for all users and it still gives me the same error message.
