We have a requirement to add a required attribute to all user accounts.  I've looked at the functionality for extending user profiles, but this doesn't seem to meet our requirements.  We would like all user registration to be done by an administrator, never by the user.  But required user profile fields don't seem to be enforced when a user is created by an admin through the User Accounts screen.

How can I customize DNN to meet these requirements?
